The steps in order
- Form an eligible organisation. A registered society or a Section 8 company under the current rules; trusts and other companies are proposed in a draft amendment.
- Secure the land for the college, hospital and hostels.
- Build and run the teaching hospital to the minimum standards for your seats.
- Build, equip and staff the college, including departments, library, skills lab, hostels, biometric attendance and CCTV.
- Set up rural and urban health training centres.
- Get the Essentiality Certificate from the state government, in NMC's Form-2.
- Get the Consent of Affiliation from the university that will award the degree.
- Arrange the finances: solvency certificate, audited accounts and corpus fund.
- Apply on the NMC portal when MARB invites applications, with the fee.
- Assessment by MARB, using documents, video, attendance data or a site visit. Answer any queries within the time given.
- Letter of Permission (LoP), then admissions through NEET counselling.
- Every year: file the Annual Disclosure Report and get the renewal to keep admitting students.
- Recognition of the MBBS degree by NMC, so graduates can register to practise.
If an application is refused
The college can appeal first to NMC and then to the Central Government, within the time limits in the regulations. Since July 2026, appeals are filed on NMC's online appeal portal.
