Medical college terms explained
Short, plain meanings of the words you meet when setting up or equipping a medical college in India.

- A–Zorder
- AEBAS
- Aadhaar Enabled Biometric Attendance System: biometric attendance of faculty and residents, linked to NMC. Source
- AERB
- Atomic Energy Regulatory Board, which licenses X-ray, CT and radiotherapy equipment and installations.
- Affiliating university
- The university, usually a state health sciences university, that conducts examinations and awards the MBBS degree for the college.
- Annual Disclosure Report
- The yearly report of faculty, infrastructure and hospital data a college files on the NMC portal. Source
- Bank guarantee
- A guarantee from a bank that a private college gives after approval as security for following the rules. Source
- BMW Rules
- The Bio-Medical Waste Management Rules, which govern how hospitals and colleges handle medical waste.
- BOQ (Bill of Quantities)
- A list of every item to be bought, with specification, quantity and location, used to get comparable quotations.
- CBME (Competency Based Medical Education)
- The MBBS curriculum in which students must show defined skills, attitudes and communication, not only knowledge. Source
- Consent of Affiliation (CoA)
- A university's written agreement to affiliate the college and award its degrees. Source
- Corpus fund
- Money set aside for the institution as financial security, as required in the application. Source
- CRMI
- Compulsory Rotating Medical Internship: the one-year internship after the final MBBS examinations. Source
- CSSD
- Central Sterile Services Department: the unit that cleans, sterilises and supplies instruments across the hospital. Source
- Essentiality Certificate (EC)
- The state government's written permission, in NMC's Form-2, for a new medical college. A July 2026 draft proposes removing it. Source
- Establishment Regulations 2023
- The NMC regulations that set who can apply for a new college, the documents, the assessment, permission, penalties and appeals. Source
- Form-2
- The NMC format in which a state issues the Essentiality Certificate. Source
- GMER 2023
- The Graduate Medical Education Regulations, 2023, covering MBBS admissions through NEET, counselling and course rules. Source
- HDU (High Dependency Unit)
- A ward area for patients who need closer monitoring than a general ward but less than an ICU. Source
- HMIS
- Hospital Management Information System: the hospital's digital system for patient records and data. Source
- ICU
- Intensive Care Unit: the hospital area for critically ill patients needing continuous monitoring and life support.
- LoP (Letter of Permission)
- NMC's formal permission to start a college or admit an approved number of seats, with conditions. Source
- MARB (Medical Assessment and Rating Board)
- The NMC board that invites applications, assesses colleges and grants permission for new colleges and seat increases. Source
- MEU (Medical Education Unit)
- A unit for training teachers and developing teaching resources in a medical college. Source
- MSMER 2023
- The Maintenance of Standards of Medical Education Regulations, 2023, covering annual disclosure, renewal and penalties for running colleges. Source
- MSR (Minimum Standard Requirements)
- The minimum infrastructure, staff, equipment and patient-load standards a medical college must meet, notified by NMC. Source
- NEET-UG
- The national entrance examination for MBBS; seats are filled through counselling based on its merit list. Source
- NMC (National Medical Commission)
- The national regulator of medical education and medical practice in India, set up under the NMC Act, 2019, replacing the Medical Council of India. Source
- PGMEB
- The NMC board for postgraduate (MD, MS and similar) medical education standards.
- Recognition
- NMC's listing of a college's MBBS degree as a recognised qualification, so its graduates can register to practise. Source
- Renewal
- The yearly permission that lets a college keep admitting students until its degree is recognised. Source
- RHTC / UHTC
- Rural and Urban Health Training Centres attached to a college for community medicine and intern training. Source
- Seat matrix
- NMC's official list of approved MBBS seats for each college in a year, used for counselling. Source
- Skills lab
- A training area with mannequins and task trainers where students practise clinical skills before treating patients. Source
- Solvency certificate
- A chartered accountant's certificate of the applicant's financial soundness, submitted with the application. Source
- Teaching hospital
- The hospital attached to a medical college where students receive clinical training. Source
- UG-MSR 2023
- The current minimum standards for MBBS colleges and seat increases, notified in August 2023 and amended in April 2026. Source
- UGMEB (Undergraduate Medical Education Board)
- The NMC board that sets MBBS standards and curriculum and handles annual disclosure, renewal and recognition of the MBBS degree. Source
- Unitary campus
- College, hospital and hostels on one plot; the standards allow at most two plots, within a set distance. Source
